Update: I was contacted about this entry today, so here's more info: The organization that did the study is National Policy Research Council.
According to a study conducted by the National Policy Research Council of Washington, D.C., Denver is ranked No. 1 and Colorado No. 2.
"Denver topped out the city list with an overall ranking of 389, followed by San Diego, Austin, Boston, Dallas/Fort Worth, Phoenix, San Francisco, Washington, D.C., New York City and Chicago."
